The U.S. Small Business Administration says it does not provide grants for starting and expanding a business. What the SBA does back is loans from private lenders, which you repay, plus help from its Resource Partners and District Offices.
Can a woman get a grant to start her own business?
Not from the SBA. The SBA’s grants go to nonprofits, Resource Partners and educational organizations, and aim to support entrepreneurship through counseling and training. Those grants are not paid to individuals starting a company.
The grants that are listed are narrow. The SBA’s Empower To Grow manufacturing grant page says “Applications are now closed and awards will be announced at a later date.” Its other listed programs cover research (SBIR and STTR), exporting through state entities (STEP), and community organizations.
Is free money available to start a business?
For a startup, the SBA’s answer is no. The agency says plainly that it does not give grants for starting a business. The money it backs for a new or growing business is a loan, and you repay it.
The SBA grants page also does not list a $20,000 forgiveness grant. If an offer uses that name, ask the sponsor for the written terms and whether any of the money must be repaid.
Which SBA funding can a small business apply for?
The SBA’s own loan pages, captured October 28, 2026, give these basics. You apply through a lender, not through the SBA.
| Program | Maximum amount | Common uses | Repayment and rate facts |
|---|---|---|---|
| SBA 7(a) loan page | $5 million | Working capital, equipment, real estate, refinancing, changes of ownership | Most term loans are repaid with monthly payments of principal and interest from business cash flow. Variable-rate payments can change. |
| SBA 504 loan page | $5.5 million | Long-term financing for major fixed assets | Long-term, fixed-rate financing, made with a senior lender through Certified Development Companies. |
| SBA microloan page | Up to $50,000; average about $13,000 | Working capital, inventory, supplies, furniture, machinery, equipment | Maximum term of seven years. Interest generally 8% to 13%, set by the intermediary lender. Proceeds cannot pay existing debts or buy real estate. |
Do you have to pay back a grant or a loan?
You repay a loan. The SBA’s 7(a) page says payments stay the same on fixed-rate loans. On variable-rate loans, the lender may require a different payment when the rate changes. The Federal Reserve’s H.15 release notes that prime is one of several base rates banks use to price short-term business loans.
For a grant from a private sponsor, read the written terms. Ask whether any part must be repaid, and what conditions apply.
What is a female-owned business?
The Consumer Financial Protection Bureau describes Section 1071 of the Dodd-Frank Act as requiring lenders to collect data on applications for credit for women-owned, minority-owned and small businesses. On May 1, 2026, the bureau issued a final rule revising Regulation B, with compliance extended to January 1, 2028. This is a data rule for lenders, not a grant. The CFPB small business lending page does not define women-owned business.
A separate federal program, the Disadvantaged Business Enterprise program, helps small businesses owned and controlled by socially and economically disadvantaged individuals compete for U.S. Department of Transportation contracts. It is a contracting program, not a grant. The Federal Register final rule of April 9, 2024 sets out its details.
Is it hard to get approved?
The SBA does not approve loans itself. Its 7(a) page says you will work directly with your lender. The microloan page says SBA-approved lenders make all credit decisions and set all terms.
To be eligible for a 7(a) loan, a business must operate for profit, be in the U.S., be small under SBA size rules, be unable to get the credit on reasonable terms elsewhere, and be creditworthy with a reasonable ability to repay. As of March 1, 2026, the SBA stopped using the FICO SBSS score to screen 7(a) small loans, and lenders now rely on general credit analysis.
Outcomes vary. In the 2026 Small Business Credit Survey report, 60% of firms applied for financing in the prior 12 months. Of those, 42% received the full amount, 36% received some or most, and 22% received none. The survey says it is a convenience sample, not a random one.
What are the disadvantages of a grant, and of a loan?
Grants come with conditions. The SBA grants page says recipients must meet the legal and administrative prerequisites and the terms and conditions of each award. Most of the SBA grants it lists go to organizations, not to a person starting a business.
Loans cost money beyond the principal. The SBA’s FY 2027 7(a) fee notice, effective October 1, 2026 through September 30, 2027, sets the lender’s annual service fee at 0.55% of the outstanding balance of the guaranteed portion. The notice says lenders may not pass that fee on to the borrower.
Cost surprises are common with online lenders. The Small Business Credit Survey found that 60% of borrowers from online lenders said actual borrowing costs were higher than expected, compared with 37% at small banks and 32% at large banks. High interest rates and unfavorable repayment terms were the most common challenges at online lenders.
Is a merchant cash advance a grant or a loan?
It is not a grant. The Texas Senate Research Center’s bill analysis of H.B. 700, engrossed version dated May 22, 2025, says merchant cash advances provide an upfront cash payment in exchange for a percentage of future sales revenue. It says they are commonly “structured as ‘sales-based financing’.”
The FTC’s January 2022 merchant cash advance press release says a provider “will make daily withdrawals from the business’s bank account until the obligation has been met.” The New York Attorney General’s Yellowstone settlement page says the lawsuit alleged the company was providing loans rather than merchant cash advances. The settlement canceled all merchant debts to Yellowstone, totaling $534 million.
Ask the provider for both in writing before you sign. For a plain comparison, see revenue-based financing vs traditional business loans.
How do you spot a grant scam?
The SBA says it only communicates from email addresses ending in @sba.gov. If someone claiming to be from the SBA uses another address, the SBA says you should suspect and report fraud.
The FTC’s November 2025 Seek Capital press release says the company promised access to cash “with no interest due for extended periods” and charged clients thousands of dollars to open credit cards, often without the promised 0% terms. The company and its CEO were permanently banned from providing business financing.
For a wider checklist, read the small business grants guide.
Could I do this on my own?
Yes. The SBA’s 7(a) page says you can use its Lender Match tool to be matched with a participating SBA lender. Your local District Office can help in person, online or by phone. The SBA’s Resource Partners are also available to help small businesses. For the steps in order, read how to get a business loan, and for lender types, see working capital loans vs lines of credit.
Before you apply or sign
- Check any grant sponsor on sba.gov before you pay or share personal details.
- For any named grant you have seen advertised, ask the sponsor in writing who is eligible and whether any money must be repaid.
- Ask any lender for the total cost of the loan in dollars, including the upfront fee, which the SBA notices do not state as a dollar figure.
- For a merchant cash advance, get the factor rate and total repayment amount in writing.
- Ask your local SBA District Office whether your business meets the 7(a) and microloan eligibility rules.
