Christmas assistance is holiday help for families who are short on money, and the cheapest place to start is free. Call or text 211, the free, confidential service United Way describes, or visit 211.org, and ask what gift, food and bill help is open near you. If free help leaves a gap, compare a credit union payday alternative loan before you consider a payday loan.
What is Christmas assistance, and where do you start?
Christmas assistance is the local holiday help a family can ask for when money is tight. Each program is run by a different group, so start with one number that knows them all. United Way Worldwide says 211 is “the federally designated 3-digit dialing code” that connects to “a free, confidential service for information and referrals to a wide range of social services programs and resources.” Its 2025 Impact Snapshot says 211 is accessible to 99% of the U.S. population and is available 24/7 in 180+ languages by phone, text, web chat, email and online directories.
How do you apply for Christmas assistance, and when does it start?
Each local program sets its own steps and sign-up dates. Call 211 and ask three things: where to apply, when sign-up opens, and what papers to bring. Gift programs can close sign-ups early, so check the local site now rather than waiting until December.
For a family document list to have ready, see our disaster assistance after a declared emergency checklist. It is written for disaster aid, so check each item against your own request.
Salvation Army and Toys for Tots
The Salvation Army and Toys for Tots are two holiday programs to ask about locally. Ask each local office whether it runs a gift program where you live, when sign-up opens, and what it needs from you.
Food and utility help
United Way’s 2025 figures show 2.5 million food referrals through 211, nearly double pre-pandemic levels. 211 also runs a National Food Locator you can search online.
For bills, 211 utilities referrals reached 3.1 million in 2025. United Way says these referrals help prevent electricity shut-offs, including for medically vulnerable people who rely on powered medical equipment, and provide respite from extreme cold and heat. If a shut-off notice is your problem, tell 211 that first. Homeowners who pay property tax can also check the homestead exemption rules for their state.
What costs money if free help does not cover the gap?
Compare the options side by side before you sign anything.
| Option | What the source says | Example cost | Source |
|---|---|---|---|
| Free help through 211 | Free, confidential referrals, available 24/7 | $0 | United Way, 2025 Impact Snapshot |
| Credit union payday alternative loan (PALs II) | Up to $2,000; minimum term one month, maximum 12 months; a federal credit union may offer a member only one type of PALs loan at a time; a limit on the number of loans in a given period also applies; rollovers are prohibited | Ask the credit union for its APR and fees before you sign | NCUA, 2019 press release |
| Payday loan | Usually short-term and high-cost, generally $500 or less, due on your next payday | $400 at $15 per $100 borrowed: $400 × 0.15 = $60 fee; $400 + $60 = $460 due | CFPB payday loan explainer, reviewed May 28, 2024 |
The CFPB says a typical two-week payday loan with a $15 per $100 fee equates to an annual percentage rate of almost 400 percent. By comparison, it says credit card APRs can range from about 12 percent to about 30 percent. The CFPB also says many state laws cap payday fees at $10 to $30 for every $100 borrowed.
The Center for Responsible Lending, an advocacy group, cited CFPB research in a July 9, 2025 release. That research found four out of every five payday loans are reborrowed within two weeks. Read the Center for Responsible Lending’s state count for the details.
Credit union payday alternative loans
The NCUA’s 2019 payday alternative loan rule lets a federal credit union offer a PALs II loan of up to $2,000. It can be made immediately after you establish membership. The rules against rollovers and for full repayment still apply.
The NCUA Board also approved, on February 6, 2026, a temporary 18-percent interest rate ceiling for loans made by federal credit unions. The NCUA 18-percent rate ceiling release says that ceiling now runs to September 10, 2027.
Credit card hardship programs
If you carry a card balance, call the number on the back of your card and ask whether the issuer has a hardship program. Ask for any changes in writing before you agree to them.
Do state rules change what you can borrow?
Yes. Availability, caps and rules differ by state. The CFPB says that in states that allow or regulate payday lending, you can find more information from your state regulator or state attorney general, and some states do not allow payday lending at all. Call your state regulator before you borrow.
In its July 9, 2025 release, the Center for Responsible Lending counted 21 states plus D.C. with interest rate caps that stop the payday loan debt trap. It also said Rhode Island’s 36% cap takes effect January 1, 2027. That count is the advocacy group’s own.
How do you spot a loan scam when you need money fast?
The FTC’s advance-fee loan guidance says legitimate lenders will not promise you a loan or other credit without knowing your credit history, and that they check your credit report before giving you a firm offer. Any up-front fee a lender wants before granting a loan is a cue to walk away, especially if it is called “insurance,” “processing” or “paperwork.” FTC warning signs include ads such as “No hassle — guaranteed.”
Some loan sites describe themselves as matching services that pass your request to third-party lenders, rather than as lenders. Read that description and the fee terms before you enter any bank details.
Check whether the lender is registered in your state, search the company’s name with “review” or “complaint,” and never pay a fee to get a promise. If you have paid a scammer, report it at ReportFraud.ftc.gov, and check where to file a consumer complaint for other agencies that take reports.
